True, some are strong One Piece the characters have not been able to win a single major battle in their lives. In some cases, this was because they were up against much stronger opponents. Other times, they were just unlucky and their fights fell apart. Whatever the reason, these characters just couldn't break their duck.

7 Charlotte Smoothie

Charlotte Smoothie is Big Mom's daughter. She is one of the cute commanders, which means she is among the best fighters of the crew. Smoothie possesses the Shibo Shibo no Mi, a paramecia-type devil fruit that allows her to drain moisture from the human body. Simply put, she can suck the life out of them like she would squeeze the juice out of a fetus.
The ability is not limited to humans. She can use it on animals and any inanimate object. Despite having such a powerful ability at her disposal, Smoothie was unable to make a major impact in the Whole Cake Island arc. This happened again in the Wano Country arc, where she was unable to help her fellow crew members.
6 Jack

Jack is a member of the All-Stars of the Beasts Pirates, making him one of Kaido's strongest subordinates. Jack was the first pirate to find out that he had won a bounty of 1 billion berries, which was a big deal at the time. He possesses the power of Zou Zou no Mi, Model: Mammoth, which allows him to transform into a prehistoric creature.
The Devil Fruit gave him immense physical strength, allowing him to fight without rest against the likes of Inuarashi and Nekamamushi. However, Jack was unable to win any major 1x1s in the series. He even came to an impasse against the leaders of Minsk and would eventually lose. To avoid this, he took out Caesar's poison gas and crippled the mink.
5 Marco

Marco was the commander of the first division of the Whitebeard Pirates. He started traveling with the crew when he was still a child. Over time, he became stronger and earned the respect of his teammates. Marco has Tori Tori no Mi, Model: Phoenix, a mythical Zoan-type Devil Fruit that gives him the ability to transform into a Phoenix.
With this power, he can fly and recover from all kinds of injuries. Marco is also skilled with Haki, which he has proven many times. Unfortunately, Marco was set up to fight characters much stronger than him. Since the story is already in the Final Saga, Mark won't be breaking much.
4 Jesus Burgess

Jesus Burgess is the captain of the first ship of the Blackbeard Pirates. Few people know, but he is also Blackbeard's right-hand man. Burgess is a stout man, which makes him seem intimidating to opponents. Burgess didn't originally have a Devil Fruit, but acquired it after the Dressrose arc.
Burgess possesses the Riki Riki no Mi, which is a paramecia-type Devil Fruit that greatly increases his power. Burgess is able to lift an entire mountain with his bare hands and direct it towards his enemies. Despite his insane physical abilities, Burgess has yet to win a fight in One Piece.
3 Gecko Moriah

Gekkon Moria is one of the few characters to have captained two different pirate crews. Many years before the current timeline, he led the Gecko Pirates. But after they were defeated by Kaido, Moriya was forced to form another team. His second team became known as the Thriller Bark Pirates.
Gekkon Moriya possesses the Kage Kage no Mi, which allows him to control the shadows. Even with the Devil Fruit at his disposal, Moria's Gecko was unable to win a major battle.
2 Kobe

Kobe is a marine captain who has managed to gain a lot of fame in a short time. In fact, Garp believes that Kobe is the future of the Marine Corps. That's certainly a lot of support, especially from a living legend like Garp. Kobe has improved a lot since his debut. His physical characteristics have become much better. He also learned to use weapon and observation hacks.
However, he failed to win any major fights in the series. Kobe suffered humiliating losses to Luffy and Boa Hancock. But Kobe didn't let the defeats affect him too much as he still believes that he is capable of defeating Luffy.
1 Smoker

Smoker made his debut in Logtown as a Marine captain, but quickly rose through the ranks to become a vice admiral. Smoker is a recurring character who has been involved in countless skirmishes with Luffy. It would not be an exaggeration to say that he made it his goal to capture Luffy.
Smoker has Moku Moku no Mi, a Logia-type Devil Fruit that gives him the ability to create and control smoke at will. Although they are nowhere near the best of the Logia-type Devil Fruits, Smoker has learned to use the power effectively. Additionally, Smoker can use two types of Haki. Even after he has all his powers, Smoker has not won a single major battle in One Piece. His screen time has also been reduced, so it's unclear when fans might see him again.
