Scoper Gabon is one of the most revered and legendary figures in history One Piece the world Just as Sanji acts as the third in command of the Straw Hats, Scoper filled this role in the crew of the legendary Gol D. Roger, being the highest authority figure in the crew after Roger and Raleigh. He was also so powerful that he, along with the other two, essentially formed the Monster Trio of his time.
As part of Roger's Pirates, Scoper was present at the discovery of the One Piece treasure and even played a direct part in its recovery, as he was the helmsman of the crew. Because of this, Scoper remains one of the few people in the world who knows the truth about the Void Age and what the legendary treasure is. However, his current whereabouts are unknown, as is anything he may have been doing after the treasure was found.

Luffy is currently one of the Yonko in One Piece. However, he will surpass even Yonko.
Why he might be in Elbaf
Having Scopper here makes perfect sense
It is common knowledge that Roger's Pirates, after finding the One Piece and armed with the knowledge of the true history of the Void Age, knew about the sinking of the world. Because of this, most fans agree that every member of the team that has been introduced in the story has been preparing for this inevitable fate in one way or another.
The first crew member ever shown was Shanks. Although he did not participate in the expedition to the last island and never saw the One Piece treasures himself, many believe that the knowledge of them may have been passed down to him in some way, since no member of his team has a devil fruit. . Many believe that this was a means of preparing for the world to sink, as when the water level rises, none of the Red Pirates will be at risk of drowning due to their possession of the Devil Fruit.
Our world will drown in the ocean.
After Shanks, the Straw Hats met Crocus at the beginning of the Great Line, who joined Roger's Pirates as their doctor, treating Roger so he could live as long as he did. Crocus was even present at the unraveling of the true story and the finding of One Piece, so he knew the world was sinking, which he countered by making an island in Labun so he would stay safe inside it. Finally, there's Reilly, who met the Straw Hats in Sabaody and covered the ships underwater, which is definitely a great way to counter sea level rise.
Considering that all of these members of Roger's pirates are preparing to sink the world like this, it's safe to assume that Scoper did as well. And what better way to do that than to make your way to the largest country on the Grand Line, which sits impossibly high above the water, essentially guaranteeing safety from drowning?
Elbaf is the best island to be on in such a situation, as it offers safety from flooding due to its unfathomable size. Moreover, Scopper's presence also makes a lot of thematic sense, as the first member of Roger the Pirate was seen at the very beginning of the journey, the next at the beginning of the Grand Line, and finally the last in the middle of the Grand Line. Since One Piece entered the final saga, and Elbaf being one of the last islands, it makes sense for Scoper to meet the Straw Hats at the end of the Great Line.
His purpose in the story and why he ended up on Elbaf in the first place has been debated for a long time, with some suggesting that he is most likely the Man Marked with Flames, or even the mysterious silhouette in the final panel of the Egghead Island arc. Either way, Scoper will likely play a huge mentorship role once he finally returns to the franchise.
One Piece can be streamed on Crunchyroll.
