While the main story quest for Rinascita's Storm waves takes place across much of the region, with some of the more interesting locations reserved for exploratory quests. One of these quests is Where the Wind Returns to the Heavenly Realms, and players must dispel a massive storm in the northeastern regions of Rynasquita.
This may be a completely optional quest, but considering how it echoes one of the Nightmares Wow located in the storm-swept ruins of the Fagaceae Peninsula, players will still want to complete this quest. It's quite a long adventure though, so grab the best resonators and brace yourself for the long ride.

Where the wind returns to the heavenly passages
This quest involves a ton of combat. To begin, head to the base of the ruins south of the Shores of Last Breath and interact with the broken Lumiscale Construct on the floor. All the objectives of this quest are there

Steles of Discipline on the altars marked by the quest will be slowly charge while you stand on the glowing circle in the middle. If the enemy enters the glowing circle, progress will be interrupted, so try to get rid of them as quickly as possible to increase effectiveness. If you walk away from the altar for too long, its energy will begin to wane.
As for the third set of stele, you first need to put them in place before the enemies start spawning. If you have trouble grasping broken stelae, adjust your character and camera position until a button prompt appears on the stelae themselves.
Chasing and defeating the Lumiscale Construct
There is nothing special here. Return the Wingray to the starting area, then blast the Lumiscale Construct with the strongest resonators on your team. A cutscene will trigger once her health is low enough, and you'll be prompted to follow her deeper into the ruins.
If you are chasing a structure, the environment will become more hostile. Watch out for falling debris and lightning, and destroy all enemies in your path. Eventually, you'll encounter the Lumiscale Construct again, and you'll be able to defeat it once and for all.
Dragon Lady
This enemy is very deadly and if you are not careful, it can stun or even one shot your characters. Watch out for his breath and shooting star attacks and try to knock him out as quickly as possible. The best way to deal with this enemy is this wait for his big attacks to pass and try to stun him as soon as possible.
Once the dragon is defeated, the quest will be completed. You will then gain access to the rest of the Shores of Last Breath, including all the Dream Patrols in the area, as well as Mephis' Nightmare Storm in the large arena at the northern tip of the peninsula.
