Whenever you reach the last section you can stand on, look to the right where you will see a waterfall. Go to the waterfall and walk along the left side of the building, circling behind to find a Resistance member guarding the door. You will need to bribe the guard with 1000 G to gain access and start the Gambler's Colosseum quest.

The location of the Underground Coliseum in NieR: Automata

To find the Underground Colosseum, start with Forest zone: Center access point. From here, follow the edge of the forest on the left side until you find a group of machines training in front of a large waterfall. Run across the waterfall to the other side to only be allowed in if you're playing as 9S and start the Underground Coliseum quest.
