10 Giulio Gandini
An effective fighter who can't even use his quirk

Quirks are everything in the world My Hero Academybut the franchise occasionally introduces a strong character who can't use his quirk but is still pretty strong. This is just the case Giulio Gandiniwhich comes from the last film in the series. He may have lost an arm – which prevents him from using his Quirk – but he's still a pretty deadly fighter.
Julio is a great example of just how reliable and important support items can be, as he's a cyborg who quickly took down many enemies with prosthetic limbs, a robotic eye, an assortment of non-lethal weapons, and an armored motorcycle. He was even involved in defeating two different members of the Gallini family, both of whom could use their quirks.
9 Hoyo Makihara (Mummy)
Its unique feature can create an army of monsters

Nain and his allies are undoubtedly some of the most memorable and most powerful antagonists in My Hero Academy movies, and Hoyo Makiharabetter known as Mummyis no exception. With his Mummification trait, he can grab inanimate objects with his red bandages and turn them into mummies, which he controls at will. It doesn't affect humans, but he can still control them by manipulating their clothing and accessories.
This proved to be quite an effective ability, especially when Mummy had to take on multiple opponents at once, like many members of the UA High School Class 1-A. However, he was defeated by Bakugou and captured much earlier in the film than any other villain, suggesting that he was the weakest member of the team.
8 Ena and Dio (Serpents)
This duo of villains gave Bakugo a very hard time

Katsuki Bakugo didn't get to do many solo fights against villains in the main story, but he did get one in the third film, and it was as tense as it was exciting. During the climax of The mission of heroes of the worldagainst which he had to fight Ena and Diobetter known as Snakesall by myself.

This ability allows Leviathan to grow red spinning appendages on his fingers and head that he can extend as much as he wants. 6 Kiruka Hasaki (Slice)
A scoundrel with powerful and practical cunning

At first glance, Kiruka Hasaki The quirk may not sound like much fun, but throughout the film she demonstrates just how effective it is. Cut (which is also her rogue name) gives her the ability to completely manipulate her hair, hardening it, lengthening it, and even shooting spiked strands at her enemies.
With this practical superpower, Slice destroyed multiple ships with a single attack, and she could even hold her own against multiple Class 1-A students at once, even after some of her hair was melted by Mina's acid. In the end, it took the power of an enraged Dark Shadow fighting in the darkness to stop her, cementing her impressiveness.
5 Flex Turn
A living impassable barrier

For the main villain Word Heroes mission, Flex Turnhis quirk is both a blessing and a curse. Simply named Reflect, it allows him to absorb energy and send it back to his opponent, which is a great defense for blocking enemies' attacks. However, this permanent trait also prevented Flect Turn from making physical contact with his friends and family, which eventually radicalized him.
With Reflect, Turn Turn becomes an impenetrable barrier that can not only withstand even the strongest attacks, but it can also send them back with equal force, although it is important to clarify that it is aided by its support item: an exoskeleton named Arachno. During the film's climax, Deku was forced to use several powerful attacks boosted by One For All to overwhelm Reflect and break through Flect Turn's defense.

Most people in the franchise who are born with mutant animal type quirks can usually have the abilities of one specific creature at a time. But Chojuro Konbetter known as Chimerais the infamous exception, as he can apparently use the abilities of multiple animals at once, thanks to his trait, also called Chimera.
He possesses immense strength, speed and durability, the jaws of a wolf, the legs of a bird of prey, the tail of a crocodile, and to top it all off, he can also release powerful dragon-like blasts of fire from his mouth. The climactic encounter between several members of Class 1-A and the Chimera was quite intense as it seemed that they would not be able to defeat him. In the end, they barely manage to take him down, and it's mostly thanks to Shoto Todaroki's effective quirkiness.
3 Tungsten
He was the only major villain who stood up to all the power himself

Although the main antagonists of the following My Hero Academy movies were definitely more powerful than him, there's no denying that Tungsten still remains one of the most impressive villains in the entire franchise. He possesses a magnetic trait called Metal Manipulation, which was very useful in the futuristic setting of I-Island, and he further enhanced it by wearing David Shield's Weirdness Enhancement Device.

Valda Galinibetter known as Dark poweris an ambitious yet dangerous villain who has not only twisted All Might's ideals so that he can continue to become stronger, but also possesses an impressive trait that allows him to do anything he wants, and it's called Alchemy. With it, Dark Might can transmute the physical matter of anything it touches and transform it into something else, meaning it's not too different from the Overhaul quirk.
Not only can he use alchemy to turn things like coins or rings into pillars, weapons, platforms, and flying fists, but he's also used it on himself to look exactly like All Might. And if the immense power of the Dark Force wasn't already threatening, he enhanced his quirk with Anna's quirk, super-modification. At the end of the movie, the Dark Force went through several powerful transformations that were meant to destroy Deku, Bakugo, and Todaroki working together, which was no small feat.
1 Nine
Basically, he's an all-in-one clone

Nine undoubtedly the strongest villain of a My Hero Academy feature film, especially since it is strongly related to the main antagonist of the entire series. He was already born with an incredible feature that he could use to manipulate the weather at will, allowing him to create large electrical storms, powerful tornadoes, and more.
But as if that wasn't enough, Nine was one of Tomura Shigaraki's All For One's personal pets, and as a result, he was able to use a copy of his master's quirk, allowing him to steal and use other people's abilities. The combination of several combined quirks made the Nine an extremely dangerous threat that the heroes would never have been able to defeat if Deku had not given Bakugo One for All, allowing them both to use it to its full potential and defeat the villain in a haughty final battle. There are very few characters in the series who could survive such a legendary attack.
