Can you play Xilonen with Chasca?

Yes, but it won't be an improvement

We've already talked about how Chaska needs PECH teammates (Pyro, Electro, Cryo, and Hydro) to take full advantage of her range, as playing one bullet means that particular bullet does 60 percent less damage. However, Xilonen provides such a strong Elemental RES grind and DMG bonus thanks to the Scroll of The Hero of Cinder City artifact set that you might wonder if she can pull off that disadvantage.

If you want to play it, it can certainly work. The overall difference in Chasca's DPS damage may be negligible. However, since this definitely won't improve her damage output in any significant way, even adding a level one Barbara to your team can do just as much damage to Chaska.
