Because these reactions are extremely powerful, the Hoyoverse has set a strict ICD (Internal Cooldown) on how quickly a character can use them. Here's everything you need to know about it, as well as how you can potentially bypass ICD.
What is ICD?
ICD is short for Internal Cooldown, which is a temporary measure programmed into Genshin Impact don't let the characters trigger too many reactions. This is based on both time and hit, and follows a similar sequence for most characters.

It is also important to note that this Internal reload is specific to the enemy, not your character. For example, if you fight two enemies hit by Pyro, the first attack on each enemy will vaporize.

Why does the ICD exist?

ICD and Dendro
Dendro works a little differently than other reactions when it comes to ICD. While Dendro itself affects opponents in the same way, the secondary reactions (burning, growth, hyperpigmentation, sharpening, and spreading) are more nuanced.

Burgeon and Hyperbloom have no ICD at all. As we discussed above, the actual ICD is target-based, not source-based. Therefore, since each grain is a unique entity, any hit to one will cause a reaction.
Quicken initially triggers as Dendro and Electro react. However, the trigger does nothing but cast Quicken's aura on enemies. You can then react Dendro or Electro to trigger Spread or Aggravate respectively. The difference between Quicken and Spread or Aggravate does not have an ICD.
