Loki was first teased years ago during the Thriller Bark arc where it was revealed that Big Mom arranged a marriage between him and Lola. As such, fans have always been very curious to see what this mythical figure actually looked like and wondered how powerful he could be, and that excitement was more than represented in Chapter 1130 when he debuted.
Prior to this, fans were unaware that Loki was considered incredibly evil and destructive by the people of Elbaf, giving him the nickname “The Cursed Prince”. However, even after this revelation, many fans were convinced that Loki had doubts, saying that he wasn't actually an evil person, but was simply misunderstood, even coming up with theories that claimed that he committed all the horrible things he's known to have done out of a need to protect everyone else on Elbaf.

However, Chapter 1136 of the manga reveals much of his backstory, which means that this may not be the case. Loki's birth was already shrouded in misfortune, as there was a dark prophecy that foretold Loki's evil nature, stating that his father, King Harald, would meet his end at the hands of his own son. To make matters worse, right after he was born, the Elbaf royal family's horse, the Horse of Fortune, inexplicably died, leading everyone to think that Loki's malevolent presence had brought about his end.
The fame surrounding the child would only worsen, as a year after the death of the royal horse, Loki's mother would also die. Being a giant, as well as the son of King Elbaf, meant that Loki was born with incredible natural strength, which he used to torment other giants on earth, even crossing over to Elbaf's terrifying Realm of the Dead and essentially claiming the place as his own.
The Realm of the Dead is a fearsome and forlorn land filled with giant wild beasts that are very hostile to intruders, meaning that even the giants of Elbaf shun the area. Despite this, Loki went there and made the place his personal playground, taming many of the deadly beasts that called the place home and killing those who didn't follow his new rule. After raising an army of these creatures, he proceeded to unleash them all on the upper levels of Elbaf, causing pandemonium for the islanders.
Moreover, all this was done at the age of only 10 years. As he grew up, he became bolder and much more powerful as he regularly set most of the land on fire, endangering many lives in the process. The worst part was that he had the power of a prince, so he used his power to get away with pretty much anything he wanted with very little if any consequences. In the end, the prophecy eventually came true when Loki killed his father in cold blood.

Sometime after this, Loki set out to sea with the power of the legendary Devil Fruit, which had belonged to the royal line of Elbaf for many generations. This escapade was short-lived, however, as he was captured by Shanks and sent back to Elbaf to be held as a prisoner at the foot of the Adam's Tree, held in place by giant chains believed to be made of sea stone. Many believe that this was the event that elevated Shanks to Sea Emperor.
This is the reason Loki is still considered the Cursed Prince and is still looked down upon. His merciless personality still exists to this day, as seen in his encounter with the God Knights at the end of chapter 1136. When Gunko choked the life out of a giant wolf, whom Loki considers a friend and someone he sincerely did not want to die, he was faced with a choice.
As his friend dies, “Twin Shanks” gives him an ultimatum, stating that if Loki joins the Knights of the Gods, they will release the wolf. However, Loki states that he will not stoop to their level to be forced to join them, and that he accepts the sacrifice of a wolf's life. It just shows that Loki is incredibly ruthless and confirms many theories that he is actually the evil man that the giants call themselves.

The most common thinking in this regard is that the prophecy that Loki would turn out to be evil shaped everyone else's views before the man was even born, causing everyone to view him with a great deal of prejudice. Although King Harald was a great man who was respected for his kindness, he would believe the prophecy too much after seeing the death of the horse and his wife.
This would have resulted in Loki being ostracized by the giants to the point where he felt genuine contempt for them, perhaps even going to the Realm of the Dead to seek companionship as he couldn't find it anywhere. If this is indeed the case, then it would give a reason why Loki ended up the way he did, and while it doesn't justify his actions, it does give some reason as to what likely leads to his motivation going forward.
