Before anyone can talk about how Loki's Devil Fruit can match up to Luffy's 5 outfit, one must first determine the power of the fruit itself. However, nothing is currently known about this fruit other than that it is a legendary fruit that was passed down through the royal line of Elbaf to all who would be king, so there are only a few theories as to what powers it may possess.
The first one that is most commonly believed is that this fruit is a mythic type of Zoan known as Hebi Hebi no Mi, Model: Jormungandr. There are several symbolic references as to why this might be, notably the fact that in Norse mythology Jormungandr and Loki have a very close connection and that Loki wants to cause the end of the world, which Jormungandr also does.
I am the Sun God who will bring about the end of the world!
Moreover, a theory has spread among the fandom regarding the so-called “Fruits of God”, where a panel from Skype is used as a point of reference to talk about different Gods. This was the first mention of a Sun God that was eventually confirmed by Nika. With that in mind, there's also a mention of an Earth God, which could very well be Jormungandr, given how in Norse mythology the serpent coils itself around the Earth, the very act of coiling being the cause of the world's destruction.
Furthermore, there are other theories about this legendary Devil Fruit being the mythical Zoan, one of which claims that it is Inu Inu no Mi, Model: Fenrir, after seeing Loki chained on the icy edge of Elbaf, similar to how Fenrir is chained in Norse mythology and is also another child of Loki. The latest theory that Loki's Fruit is a mythical Zoan is that it is Hito Hito no Mi, Model: Elbaf, a monumental giant modeled after the earth god. The theory is that the massive sword on Elbaf actually belonged to this God.
However, if the mythical Zoans are not to be believed, this fruit could be of some other species, although simply a different type of Logia does not fit such a legend. Therefore, this Devil Fruit remains only a type of paramecia that can give Loki the power to alter or override reality to some degree, which is also supported by the context, namely how Loki's appearance has seemingly changed from his first reference to his behavior too. Loki is known as the God of Mischief, so the power to bend reality and change it at will is also possible.

There are many reasons why a pirate might abandon his crew. Each of these pirates is an example of another.
How could Loki fight against Luffy
Can these forces stop the Gear 5?
A hypothetical battle between these two characters is currently impossible to gauge simply because the true strength of both sides of this fight remains a mystery. Not only is nothing known about Loki's fruit, but the true extent of Gear 5's ability is also unknown, as Luffy has never been fully exposed using the form, only that it was difficult for him to harm the 5 Elders.
However, despite this, it is possible to assume. If Loki's fruit is in fact one of the previously mentioned, as theories suggest, then the fight could be much more even than Luffy vs. Kaido or Luchi. Throughout One Piece history, only 2 devil fruits have ever been called legendary; Luffy's Nika Fruit and whatever Loki might have, so it shows they might be on the same level.
His desperate desire to obtain the legendary Devil Fruit, which was passed down through the royal line of Elbaf, led him to kill his father, King Harald, and eat the fruit!
If this really turns out to be one of the other three “God Fruits” from the Skypiea panel, then Luffy really has his work cut out for him. This is mainly because the abilities of other Godfruits can be close to his own, so they will probably be at the same power level and have similar abilities, resulting in equal fights between him and Loki. Likewise, if Loki's fruit is a reality-altering Paramecium or something along those lines, then Luffy is likely in for the toughest battle yet.
