Nejire Hado
Hero Rank: 7th
Nejire Hado is one of the most powerful heroes in the world My Hero Academy. Along with Miryo and Tamaki, she is part of the UA Big 3. Based on that alone, fans know that Nejiro has the potential to make it to the top.
Nejire should be at least a top 5 hero and she has an incredible ability to do so. Fans also know that she is a very lovely person and thus nothing against her. It's possible that Nejire didn't have time to establish herself like Mirio, and that she'll eventually aspire to higher positions. But for a genius like her, even a position as high as 7 seems too low.

Kirishima
Hero Rank: 12th
Kirishima is a very strong character and fans have always expected big things from him. In fact, he's easily one of the strongest in UA's Class 1A. Kirishima is the number 12 hero in Japan, which, while impressive, doesn't really reflect his strength. Kirishima can easily rise above and claim a spot among the top 10 heroes in the country.
However, there's actually a reason why it didn't rank higher. According to him, he is just now embarking on a solo career, which means that he will have a chance to shine brighter and apply for higher positions.

Tamaki
Hero Rank: 18th
Tamaki, another member of the UA Big 3, has a pretty shocking ranking, and it has been revealed to fans that he is the number 18 hero in Japan. He is one of UA's Big Three, along with Miryo and Nejire. The fact that it's not even in the top 10 or even the top 15 is frankly shocking.
Tamaki should hover around the top 10 and possibly even higher. His quirk is incredibly versatile and his abilities are terrifyingly powerful. I hope that in the future he will be even stronger and claim higher positions.

Tokyo
Hero Rank: 17th
Fumikage Takayami is a character that fans have come to expect at a much higher level My Hero Academy. In the manga, fans saw him fight the likes of Redestro and later even, to some extent, All For One. His power is completely unimaginable, and all this was back in his student years.

Horikoshi finally reveals Japan's top 10 heroes. The ratings are shocking.
It's been 8 years since then and he's probably grown a lot in terms of strength. Regardless, he is the number 17 Hero in Japan, which is ridiculously low for him. It should hover around the top 10 positions.

Achaka Uraraka
Hero Rank: 25th
Ochako is a heroine My Hero Academy and of course also a very powerful hero. Fans know that she's one of the most recognizable figures in the world right now, and a lot of that is due to her consulting on features, which she's used to change the hero community as a whole.
Ochako has a very low hero rating of 25 despite having massive power and even an awakened Quirk. The thing is, her rating should be much higher regardless of her work with Quirk Counseling.

Bakugo's Katsuki

Undoubtedly, the most shocking title of Hero in My Hero Academy this is Bakugou. In Chapter 431 of My Hero Academia, Bakugou was revealed to be the number 15 hero in Japan. Bakugou debuted as hero number 4, which while impressive, didn't even reflect his strength considering he's definitely one of the strongest, if not the strongest.
However, due to his bad attitude and reckless behavior, Bakugou continued to fall in the rankings and eventually reached 15th place. Regardless, Bakugou's rank should definitely be higher and hopefully fans will see him climb the ranks in the future.
