Of all the new 4-star legendaries revealed, the Conductor legendary looks set to change the game for VATS critical strike builds, potentially creating a new meta in Fallout 76.

VATS is a powerful framework for embedding Fallout 76allowing players to hit a target's weak points or individual limbs for AP without requiring players to manually aim. Then, on top of that, each shot fired in VATS firing mode will gradually fill the player's critical hit meter, greatly increasing the damage of the next shot when it is activated. Since AP is an infinitely replenishable resource, using VATS with the appropriate weapon type is an easy way for players to increase their damage output.

With the rate at which certain weapon types can fill the critical hit meter, this legendary effect will essentially make players unkillable while greatly increasing their damage output as long as they have the ammo to keep firing and causing VATS critical hits.
Critical VATS builds already dominate the meta Fallout 76but in the near future, the legendary Conductor 4 star effect will make them even stronger. This kind of build tool could be the key to finally making ineffective weapons viable in endgame content, while also providing additional buffs to some of the best weapons in Fallout 76.
