And while they were featured in an experimental version of this patch that was made available through the game's Public Test Server (PTS) in 2021, the feature itself never made it to the main live RPG branch.

Bethesda, for its part, has yet to officially announce anything to indicate that it is still working on bringing 4-Star Legendary effects to the game. But data scientists have recently uncovered some compelling evidence to suggest that this is indeed the case. Ten of them are reserved for weapons, and the remaining eight are armor.

Both groups include some very OP stuff. For example, Bethesda is apparently testing an armor effect called Limit-Breaking, which reduces the cost of critical hits by 10%, up to 50% for a full set of armor with this feature. Combined with the Critical Savvy bonus card, which reduces the cost of AP critical hits by 45% at rank 3, the over-limit effect seems to be able to boost the spam version of critical hits. As for the weapon stat leak, one that immediately stands out is Conductor's 4-star legendary effect, which says that critical hits fully restore both action and health. It will essentially serve as god mode, even if used with a build that is in no way optimized for critical attacks, such as one that uses boundary-breaking armor. As such, Conductor's are unlikely to make it into the game without a nerf or three. One way Bethesda could potentially balance the effect is to give her a small chance to heal each critical hit, though even a low cooldown might prove too much.

Fallout 76 May Finally Reveal Full 2021 Content Roadmap in 2024

As always, there are no guarantees that these datamined traits will actually be included in the game. Despite this, 4-star legendary effects are one of two features left over from the 2021 content roadmap that are still unavailable to players.
