One Piece Chapter 1134 was very big for the story, and one of the main reasons why this chapter shocked fans all over the world was because Oda introduced a very intriguing character at the end. In a twist that no fan could have expected, Oda revealed a Shanks look-alike at the very end of the chapter that appeared in Elbaf out of nowhere.

This character will be very significant in this Arc and fans can't wait to see what role he will play next and how Oda will position him as the main villain in Elbaf's Arc. Of course, not much is known right now about why this character is in Elbaf, but there are already hints in the story.

Shanks' doppelgänger was first seen in the story in One Piece chapter 907. Of course, fans had no idea at the time that this man was not actually the same Shanks they had always seen. Fans simply assume that Shanks met with the Five Elders and wanted to talk about some pirate. However, after One Piece In chapter 1134, it became clear to fans that the person who actually met the Five Elders was none other than Shanks' twin and not Yonko himself. This clears up a lot of confusion among fans and at the same time creates a better picture of Shanks in their minds. More importantly, it sets up exciting things for Elbaf's arc, which has clearly lacked major villains. U One Piece chapter 1134 fans finally got to see the main antagonists of the arc and they appeared at the very end. While the giants were preparing for a mass banquet in the village of Elbaf, a large black bolt of lightning struck the western part of the village inside the giant's castle.

Just by looking at the summoning circle, it's clear that they're connected to the government and that they're being sent by either one of the Five Elders or Imu themselves. It's also clear that they're there to wreak havoc on Elbaf, something Oda himself teased. In Oda's message at Jump Festa, he clearly stated that Elbaf is a peaceful country that has enjoyed peace for a while, but that peace will be shattered by the arrival of a certain individual. Of course, this involved the appearance of a Shanks look-alike on Elbaf, and things would be incredibly exciting from here on out.

Now that Shanks' doppelgänger is already on Elbaf, fans are clearly wondering why he's there in the first place. The first thing fans need to keep in mind is that Oda specifically chose this time for Shanks' doppelgänger to appear in the country. He could have appeared there on any other day, but the fact that he appeared there at this time means that it has to do with the change that Elbaf showed recently. Only one thing has changed in the country – it is the arrival of a certain person. That person is none other than Luffy. So a very good guess would be that Shanks' doppelgänger is there to deal with Luffy. As for why the government wants him to deal with Luffy, it could be because he's so powerful. It must be remembered that Saturn was executed by Imu in the Egghead Arc simply for failing to stop Nika from escaping. Imu wants Nico gone at all costs, and maybe that's why this Shanks doppelgänger was sent to the country.

His abilities are impeccable, and the fact that he possesses the legendary Devil Fruit makes him doubly special.

A similar Shanks could potentially seek out Loki, and it could be because he has a special Devil Fruit or is a threat to the World Government, as his special award makes clear. Between Luffy and Loki, fans know that the government officials will have their hands full, and it also sets up an incredibly exciting battle later in Elbaf.

A massive war is about to break out in Elbaf

As things stand, Shanks' doppelgänger is accompanied by one woman who is likely also a member of the Knights of God. While it's safe to say that these two people are very strong and that they could even fight against Luffy and Loki together, they absolutely cannot win the battle here on their own. Given the situation, they will have to fight against the Giant Warrior Pirates, the new Giant Warrior Pirates, the Straw Hat Pirates, and even Loki. These forces are too powerful to be countered, so their role will be slightly different. Either they are looking for someone specific without incurring the wrath of others, or they are there to deliver a message from someone. No matter what they want, the fans know they won't have it all their way, and will likely have to either attack or be forced to return to the World Government with the message that Elbaf doesn't want to cooperate.

This could lead to an attack on the country by the government, which may even see the use of the ancient Uranus weapon. It's entirely possible that this is how Elbaf's Ragnarok begins, and the entire country tree could be threatened from top to bottom.
