These pirates in the One Piece anime are notable not only for their personal exploits, but also for their significant influence on other pirates.
Notably, a small handful of characters were born around the time the series proper began, and thus are all only a couple of years old as well. Here are a few characters that didn't exist around the time Luffy began his journey as a pirate.
5 Nandai
Originally from the island of cacti

Nandai is the son of two former border agents from Baroque Works, namely Miss Monday and Mr. 9. The two are known for betraying their organization to protect their partners, Nefertari Vivi and Igoram. The last pair infiltrated the organization for Alabasta. Nevertheless, the partners of the rack defended them from Miss Valentine and Mr. 5, who received a message of betrayal. For their trouble, 9 and Monday were brutally beaten: Mr. 9 was thrown into a river and Miss Monday was crushed underground. For a while it was unclear whether they actually survived.

It was eventually revealed that they both survived the encounter, via a cover story. It was also revealed that they have become a couple with a child named Nanda on the said cover. His name is a mash-up of his parents' codenames, with them being the only major Agent characters without known names. Mr. 9 is seen playing with the baby while his wife reads about the Straw Hats' exploits in the newspaper.

Dr. Vegapunk was a prolific scientist known for his innovative technology, which led to his acceptance by the Marine Corps. He was particularly responsible for the creation of the Pacifista and was friends with the original Pacifista, Bartholomew Kum. He recently split his being into various constructs known as Companions in currently unknown ways. Although the biological ages of the satellites range from 16 to 30 years, they have been confirmed to be only 2 years old. Vivre Card – One Piece Visual Dictionary. The companions were “born” around the time the Straw Hat Pirates docked at Water 7. These six creatures embody aspects of Dr. Vegapunk, an innovative scientist in charge of developing weapons for the World Government. These aspects of himself can act in a way that allows him to work more efficiently when it comes to research.
Shaka is the “good” aspect of Vegapunk, characterized by his fearlessness and noble nature. Lilith is the “evil” aspect of Vegapunk, known for her impulsiveness and no holds barred against those she considers her enemies. Edison is the “thinking” aspect of Vegapunk, constantly coming up with new ideas and experiments to run. Pythagoras is the “wisdom” aspect of Vegapunk, known for rational thinking and data entry. Atlas is the “violence” aspect of Vegapunk responsible for relieving the scientist's stress. York is the “Greed” aspect of Vegapunk, taking care of the need to eat, rest, and perform bodily functions so that others can work on their projects unhindered.
York betrayed his fellow satellites and their creator to become a World Noble. She currently serves as the underling of the newest of the five elders, Figarland Garling. Lilith is now traveling with the Straw Hat Pirates, while the rest of the Companions have been destroyed, but transformed into one body of strange proportions.
3 Capone Pez
A child of pirates

On both sides of his family, the Capone Dog is connected to the impressive pirates. His father is Capone Badge, one of the Supernovas who took to the high seas after being a gangster proved not to be a difficult enough task. His mother is Charlotte Chiffon, one of the many members of the infamous Big Mom Pirates, who used to serve as Puff's Minister before leaving Toto Land. Pez's grandmother is Charlotte Linlin, the captain of the Big Mom Pirates, who was previously considered one of the most dangerous figures for the World Government, leading to her title of “Emperor”.

These characters should probably get a boost before the end of the story.
Even as a child, Pez looks a lot like his parents. Despite being a baby, he has his father's stubble and also has a cigar-shaped binky. His hair, on the other hand, is dyed pink, just like his mother and both of her parents. Although they are the product of an arranged marriage, his parents love him and each other very much. Pez also loves family, as he can recognize Pound, Linlin's ex-husband, as his grandfather upon seeing him for the first time. He was also seen happily attending the wedding of his Aunt Lola and Uncle Gotti, who is now Badge's brother-in-law, in addition to being his subordinate.
2 Seraphim

“Born” around the same time as the satellites (as confirmed in Vivre Card records), the Seraphim at least look closer to their age, but are still biologically quite a bit older than their actual age 2. Each one is modeled after and uses the DNA of the Seven Warlords of Mor (specifically the lineup Kuma joined) . In addition, they also received some of their DNA from Albert, better known as King, a moon dweller who is one of the top officers of the Beast Pirates.
They are a new model Pacifista designed to replace the Warlords after the World Government scrapped the system. Although they are children, they are strong enough to stand up to the emperors, effectively slipping into the niche left by their parents/predecessors. To copy their additional abilities, each seraphim has green blood, allowing them to use the artificial Paramecia Devil Fruit, gaining its powers but also a weakness to water.
Each seraphim has a code name of the letter S, followed by the designated animal associated with the counterpart. Their partly biological nature means they can age (perhaps becoming even more powerful in the process) and are capable of some level of independent thought and emotion, despite the level of control exercised over them.
1 Makino's baby
From the village of Fusha

- Parents: Makino (mother), father unknown
Makino is a bar owner and bartender from Fusha Village who knew Luffy when he was a small child. She was also familiar with the Red Hair pirates who were stationed in the village at the time. While not a particularly relevant character to the main story, she is one of many in the prologue, and is always interested in Luffy's exploits when they become news.
At the age of 31, she is now the mother of a child with an unknown name, gender and father. When asked about his identity, Oda identified the child's father as “probably this person.” Given the semi-serious nature of SBS and Makino's own insignificance, that's the best answer we're going to get. Despite the unclear paternity, Makino has rarely been seen without his child since their first appearance.
