What is Chapter 13?
To contain Lucifer's wrath, Chapter 13 was created to craft a vessel for him
Chapter 13 was a restricted area within the True Cross Academy to research methods that would prolong the life of Lucifer, the King of Light, in Asia. This was a restricted area in the Academy, so the shelter was created to cover the research center. Division 13 had been conducting experiments for decades before Yuri Egin was taken. However, Ward 13 and the asylum were closed after the Blue Night when Satan's rampage killed many and destroyed the facility.
In Chapter 13, researchers conducted illegal experiments on humans to create an elixir of immortality. In addition to producing elixirs, the factory also mass-produced clones of Demon Kings. Chapter 13 was created as a last resort to convince Lucifer not to destroy the world. In Chapter 86, Lucifer has reached his limit and can't take the pain and suffering of feeling his vessel deteriorate.
With this persuasion I persuaded Lucifer. Then I created Chapter 13 with the shelter as a front. I gathered the world's most famous cloning researchers and continued the research.
As Mephisto Pheles mentioned, he created Chapter 13 with the Asylum as a front. So he gathered the most famous cloning researchers in the world and continued the cloning experiment. Mephisto has always been on the side of humanity since he and some of his brothers taught humans to fight demons about 100 years ago. In doing so, he preserved the world's balance; however, to prevent Lucifer from destroying the world, Chapter 13 was created.

Blue Exorcist: Blue Night Explained
At first it seemed that Satan was possessing people indiscriminately to get the vessel. However, the actual events of the Blue Night showed otherwise.
As mentioned above, the asylum was a front for Chapter 13. The asylum took in orphaned children who were related to demons or possessed masha. Mashou means a wound or disease inflicted by a demon. If a person wants to become an exorcist, he must participate in the masha ceremony. After being traumatized by a demon in a controlled environment, the person will see demons for the rest of their life. As for the children the Asylum takes in, the Asylum will train them if they possess the appropriate qualities needed to become an Exorcist, as mentioned in Lightning in Chapter 85.
Lightning and Sugura Ryuji could research Chapter 13 under Mephisto Pheles. Here they discovered a previous exorcist training dormitory known as the Asylum. Fujimoto Shiro and Arthur Auguste Angel, the current Paladin, come from Asylum. However, the Knights of the True Cross closed it down 16 years before because of the Blue Night.
Lightning and Ryuji were able to conduct this investigation because Mephisto Pheles kept Chapter 13 in a separate dimension to preserve it completely after the Blue Night. In the current timeline, the Exorcist Cram School was built to remove all traces of Chapter 13. To do this, Mephisto Pheles preserved space by separating it from the original timeline; however, time still flows at the same rate, and as a result, the remaining clones at the facility have been stagnating for ten years. However, if the clones are exposed to the open air, their deterioration will accelerate.

The Blue Exorcist: Secrets Around Every Corner
The second episode of The Blue Exorcist Shimane's Illuminati Saga looks to set up the rest of the season. This time the mysteries and motives are deeper.
Mephisto Pheles is one of the eight demon kings known as Samael. Because he has the power of Time, Mephisto can manipulate it to his liking. As mentioned above, Father Fujimoto and Arthur Auguste Angel came from an asylum. This is because they were the products of mass cloning and human experimentation. However, Angel is unaware of her heritage as she suffers from amnesia after the Blue Night.
What additional purposes did Section 13 have?
Chapter 13 also produced vessels for Amaimon and Satan
- Chapter 13 was tasked with creating a suitable body possession for Lucifer.
- Body Mastery was not enough to support Lucifer in Asia, who began researching the elixir.
- Chapter 13 trained novice exorcists in an asylum to cover up a research center.
As mentioned earlier, in Chapter 13 clones of the Eight Demon Kings were being mass-produced. Chapter 13 was originally created for Lucifer and the quest was to give him a body to inhabit Asia. Since all demons come from Gehenna, they exist in spiritual form without substance. Also, it means they don't have the same feelings as humans.
As Lucifer was the eldest son of Satan, he was also the most powerful of the eight demon kings. Because of this, finding the body that best suited him was a difficult task as the vessel quickly deteriorated, causing Lucifer to experience immense pain.
I am at the limit of possibilities. It all came to nothing.
Chapter 13 was tasked with creating a suitable vessel for Lucifer and an elixir to stop the deterioration of the human body. However, since most of the bodies created were unwieldy, more elixir research was later done. While Chapter 13 was mainly used to give Lucifer a human body, it also allowed the other Eight Demon Kings to get it, which is how Amaimon got his human body.
Although it was not the main purpose in the first place, the asylum was a means of training future exorcists from the orphans who lived in the hostel. Mephisto was one of the demons that helped humans cast out demons. As a result, the asylum was also a means of recruiting more exorcists. However, after Section 13 was closed and the Blue Nights took place, the number of exorcists probably decreased, as seen in the Exorcist School.

Does Chapter 13 have a connection to the Illuminati?
Inspired by Chapter 13, Lucifer created the Illuminati to continue his research
Chapter 13 has no ties to the Illuminati. However, after Satan destroyed Chapter 13 during the Blue Night, Lucifer founded the Illuminati. Lucifer was still looking for a human vessel that could live in Asia; his father, Satan, was also looking for a vessel.
In competition with Mephisto, Lucifer offered to present Satan with a human body in front of Mephisto. Lucifer knew many people in Asia who held him in high esteem. Using this belief, Lucifer continued experimenting on humans and researching elixirs. The survivors of the Blue Night followed Lucifer to continue and assist him in his research, and with this came the production of the Far East Laboratory, which focused on elixir research.
