Chapter 13 is an experimental setup created by Mephisto Pheles to prevent Lucifer from destroying the world. The main purpose of this research facility was to specialize in the production of mass cloning; later research on the elixir as a human vessel was insufficient to sustain Lucifer's body.

As for the children the Asylum takes in, the Asylum will train them if they possess the appropriate qualities needed to become an Exorcist, as mentioned in Lightning in Chapter 85.

Lightning and Sugura Ryuji could research Chapter 13 under Mephisto Pheles. Here they discovered a previous exorcist training dormitory known as the Asylum. Fujimoto Shiro and Arthur Auguste Angel, the current Paladin, come from Asylum. However, the Knights of the True Cross closed it down 16 years before because of the Blue Night.

Lightning and Ryuji were able to conduct this investigation because Mephisto Pheles kept Chapter 13 in a separate dimension to preserve it completely after the Blue Night. In the current timeline, the Exorcist Cram School was built to remove all traces of Chapter 13. To do this, Mephisto Pheles preserved space by separating it from the original timeline; however, time still flows at the same rate, and as a result, the remaining clones at the facility have been stagnating for ten years. However, if the clones are exposed to the open air, their deterioration will accelerate.

Mephisto Pheles is one of the eight demon kings known as Samael. Because he has the power of Time, Mephisto can manipulate it to his liking. As mentioned above, Father Fujimoto and Arthur Auguste Angel came from an asylum. This is because they were the products of mass cloning and human experimentation. However, Angel is unaware of her heritage as she suffers from amnesia after the Blue Night.

Using this belief, Lucifer continued experimenting on humans and researching elixirs. The survivors of the Blue Night followed Lucifer to continue and assist him in his research, and with this came the production of the Far East Laboratory, which focused on elixir research.
