Devils are often motivated by their own goals; they do anything unless a stronger Devil stands in their way. However, this also begs the question of whether they care about others beyond seeking to cause fear and blood in humans.
Are devils capable of caring for others?
Devils feed on fear, but can they care?
In The Chainsaw Man, Devils are evil monsters born from the concept of human fears. Early in the series, we see Denji fighting various devils as a private sector Devil Hunter or the Devil Hunters Public Safety Commission. It means that people hate devils. But are Devils capable of caring for others, humans and devils alike?
There are several cases where devils are able to care for others to some degree. However, this ability also requires a certain level of intelligence. In Chapter 5, Makima notes that the Force has a higher level of intelligence and understanding than the other Devils. Devils with lower intelligence are likely motivated only by their baser instincts.
The first devil we see capable of caring for others is Pochita, the Chainsaw Devil. Although Pochita only communicates through barking and whining like a dog, when he merges with Denji, we see intelligent thoughts and care. This is noted in episode 12 where Pochita tries to stop Denji from opening the door or remembering his traumatic past. In addition to various occasions throughout the series, Pochita and Denji are seen hugging together.
The next Devil or Demon we know is Silas. In Chapter 4, the Force has a very assertive attitude and essentially views humans as inferior beings. However, in Finding Meowth, Powers' caring personality shines through. Although in Season 1 of the anime, Power only cares about himself and his cat Meow. Although Power didn't care much for humans, after living with Hayakawa Aki and Dandy, Power soon bonded with them.
Denji… He is my first friend.
After the International Assassins and Gun Devil arc, Power and Denji bonded to the point where Power allowed Denji to drink her blood, in addition, in chapter 90, Power refers to Denji as his buddy. The Force cares for Denji so much that he gives his blood to revive him in exchange for finding the Blood Devil and turning him back into the Force.
Also, Makima, a management devil, took care of several dogs, named them and treated them well. It mostly reflects her personality as the Devil of Control. Dogs are known to follow instructions and obey when trained accordingly. As a control devil, Makima likes to control others to the point of seeing them like dogs.
Are devils able to care for other devils?
Devils usually act alone, so would they care about another devil?
We have seen that devils are able to care for others, namely people and domestic animals. This raises the question of whether devils care about other devils. In Chapter 9, it was revealed that devils can also have relationships. After Denji defeats the Devil Bat that kidnapped Meowth, the Devil Leech appears. The Devil Leech immediately attacked Denji for killing her “sweet Bat” and declared that he was her man.
This shows that devils are able to care for other devils and thus enter into relationships. Angel Devil also revealed that he was in a relationship with a human before he was captured and controlled by Makima. However, Devils are capable of caring for others. They probably put their own interests first before all others.

The Man with the Chainsaw: Prophecy Explained
Chainsaw Man isn't just Denji's pursuit of normality or the feminine touch. A prophesied prophecy must come to pass, but what kind of prophecy is it?
In the Falling Devil arc, we learn more about Famine Devil's true plan regarding the Nostradamus prophecy. Here we learn that the age of men will end and thus the age of devils will begin. Nayuta, the new controlling devil, initially thinks it sounds like fun and likes the idea of a devil age, showing her enjoyment of the chaos that will ensue.
However, after the Devil explained to Hunger that there would be no more pizza and Chinese food, her selfish nature and interests got the better of stopping the Prophecy. While devils may care about each other, it's probably for their own best interests. This is also seen in chapter 177, when War Devil turned his own children, Tank Devil and Gun Devil, into weapons, although when asked about it, War Devil showed indecision because she might feel in a certain degrees of sad.
Why do devils harm people?
Fear is not enough for devils to live
Apparently, Devils are capable of caring for others, be it humans, pets, or other Devils. But why do devils seek to harm people? As mentioned earlier, devils are born from concepts that people fear. For the devil to gain more power, he needs to create more fear in people; the more a person fears them, the more powerful they become.
However, there is another method they can use to gain power. Devils can drink the blood of humans or other more powerful devils to gain more power. We see this when Dandy drinks the blood of the Eternity Devil to replenish his supply and when Pochita allows Power to drink his blood.
While devils are capable of caring for others, it can probably weaken them as well. Devils need people's fear and blood to survive and gain power. Devils are inherently evil and seek to satisfy their own desires; however, intelligent Devils seek more than their base desires.
